Five months after his release from prison after serving a 12-year prison sentence, the arsonist Yeo Hee Soo terrorized the city of Seoul with a series of deadly flames. Hee Soo equips every fire so that shortly after the firefighters arrive, a second, much more lethal fire is ignited, causing further losses. Then he directs his attention to the members of the department who, in his view, interfere with his "mission", which turns into one Cat-and-mouse game with experienced firefighter Jo Sang Woo.
