Two North Korean agents carrying Japanese passports named "Shinichi" and "Mayumi" are planning to explode a Seoul-based aircraft in the air. They are diverted to another plane after they set the bomb. If the plane crashes and kills everyone on board, they plan to commit suicide. The man is successful, but the woman is saved by a medical procedure. As she witnesses the suffering of the surviving families of the bomb victims, she asks to be executed, to believe that it is the only appropriate punishment for their actions. The film is based on the life of Kim Hyun Hee, a North Korean agent.
