Detective Kang In Cheol visits Wi Island. People there are excited over redevelopment, because the island has been designated as a culture tour model area. Detective In Cheol though has arrived on official matters. He's there to investigate the death of Jong Goo.
From his first day on the island, Detective In Cheol senses the residents want him gone. He is even paid dirty money to pay for his wife's hospital bills. As In Cheol decides to leave the island, a suicide takes place. he senses that there's something more to the deaths. He begins to investigate the ugly truth which the people there try to hide.
